Most pet friendly cities in India for dogs, 2026: a 25-city index of air, heat and vet access

Bengaluru is the most pet friendly big city in India for dogs on public data, scoring 77.6 out of 100 in our 25-city index. Hyderabad (73.7) and Coimbatore (72.9) follow, while Delhi ranks last at 5.8. The index weighs 2025 CPCB air quality at 40%, IMD heatwave days at 30% and registered vets per lakh people at 30%.

Key findings

  1. Bengaluru tops our 25-city pet friendly index with 77.6 out of 100, ahead of Hyderabad at 73.7 and Coimbatore at 72.9.
  2. Delhi ranks 25th with 5.8, below Noida (10.6) and Gurugram (12.9); all three NCR cities sit in the bottom three.
  3. Hyderabad had good or satisfactory air on 85.2% of days in 2025, the best of the 25 cities; Gurugram had 20.4%.
  4. Delhi recorded poor, very poor or severe air on 164 of 364 bulletin days in 2025, including every day of November and December.
  5. Gurugram and Jaipur sit in states that averaged 11.0 heatwave days each April to June from 2020 to 2024; Guwahati's Assam averaged 0.2.

Which are the most pet friendly cities in India?

On public data, Bengaluru is the most pet friendly big city in India for dogs. It scores 77.6 out of 100 in our index of 25 cities. Hyderabad (73.7), Coimbatore (72.9), Chennai (71.5) and Guwahati (70.0) complete the top five.

The index uses three things that affect a dog's daily life and that India measures officially. They are clean-air days, the state's heatwave days and registered vets per lakh people. Each city gets 0 to 100 on each factor, and we weight air at 40% and the other two at 30%.

Delhi ranks last with 5.8. Noida (10.6) and Gurugram (12.9) are just above it, so the three NCR cities fill the bottom three places. Jaipur (17.8) and Lucknow (19.2) follow.

Read the score as a comparison of the 25 cities, not an absolute grade. A score of 0 means a city was the worst of the group on every factor it is scored on, not that dogs cannot live there.

How we built the pet friendly city index

We used only official data that exists for every city in the list. Air quality comes from 364 daily CPCB AQI bulletins for 2025, counted city by city. Heatwave days come from IMD's state figures for April to June, published by MoSPI. Vet numbers come from a Lok Sabha reply of 2 December 2025.

Each factor was scaled from 0 (worst of the 25) to 100 (best). The index is 0.4 times the air score plus 0.3 times the heat score plus 0.3 times the vet score. Air gets the most weight because it is measured for the city itself.

Heat and vets are state figures given to each city in that state. So Mumbai, Pune and Nagpur share Maharashtra's values, and Noida, Lucknow and Kanpur share Uttar Pradesh's. We left out Kerala and Chandigarh because IMD's state table has no heatwave figures for them.

The top two do not depend on our weights. Bengaluru and Hyderabad rank first and second with 40-30-30 weights, equal weights, and air and heat alone. Delhi, Noida and Gurugram stay in the bottom four in all three.

Which Indian cities have the cleanest air for dogs?

Hyderabad had the most clean-air days in 2025: AQI was good or satisfactory on 85.2% of days, or 310 of 364. Bengaluru (84.6%), Coimbatore (82.8%), Raipur (81.0%) and Chennai (80.5%) follow.

The NCR is at the other end. Gurugram had good or satisfactory air on 20.4% of its 334 bulletin days, Delhi on 21.7% and Noida on 24.2%. Delhi's average AQI for 2025 was 200.5, against 74.9 in Bengaluru.

Which cities have the most bad-air days for walking dogs?

Delhi had the most: 164 days of poor, very poor or severe AQI in 2025, including 8 severe days. Gurugram had 148 and Noida 105, with 14 severe days in Noida.

Four index cities had no poor-air day at all in 2025: Bengaluru, Chennai, Hyderabad and Raipur. Mumbai and Indore had just 1 each.

Delhi's clean months are the monsoon months. It had no poor-air day from July to September 2025, and good or satisfactory air on 29 of 31 days in July. Then every day of November and December was poor or worse.

Which cities are too hot for dogs?

By IMD's heatwave count, the north is hardest. Haryana (Gurugram) and Rajasthan (Jaipur) averaged 11.0 heatwave days each April to June from 2020 to 2024. Punjab (Ludhiana) averaged 10.8 and Delhi 9.2.

The south and east get far fewer. Assam (Guwahati) averaged 0.2, Karnataka (Bengaluru) 1.2 and Telangana (Hyderabad) 1.6. Maharashtra, home to Mumbai, Pune and Nagpur, averaged 2.6.

Heatwave days miss humidity, which also stresses dogs. Chennai and Mumbai have long, humid hot seasons that this count does not capture. Our heatwave and dog heatstroke report goes deeper.

Which cities have the most vets per person?

India had 87,914 registered veterinary practitioners on 31 March 2024, the government told the Lok Sabha on 2 December 2025. Spread across states, the gap is wide.

Among the states in our index, Punjab has the most, with 16.0 registered vets per lakh people. Andhra Pradesh (10.6), Uttarakhand (10.5) and Assam (8.9) follow. Delhi has the fewest, at 2.7, with West Bengal and Bihar at 2.7 and 2.8.

The register counts all veterinary practitioners, most of whom work with livestock. A city's pet clinics are not counted separately, so this is a measure of overall vet supply. See our vets per lakh report for vacancies and hospitals.

Does the ranking change with different weights?

Only in the middle. With equal weights, Guwahati moves from fifth to third and Coimbatore from third to fourth. With air and heat only, Surat rises to third and Ludhiana falls from 13th to 21st, because its high vet count no longer counts.

The ends hold. Bengaluru and Hyderabad are first and second in all three versions, and Delhi is 25th or 24th.

Where are the public dog parks in Indian cities?

Public dog parks are rare, and several built ones have not opened. Hyderabad's municipal corporation opened a dog park at Kondapur in 2018 at a cost of Rs 1.1 crore. It has dog training equipment, a splash pool and separate kennels for big and small dogs.

Delhi's MCD developed a 1.5-acre pet park in Jangpura in 2023, but it was still shut in June 2026 while the MCD sought an operator. In Mumbai, a dog park on Hind Cycle Road in Worli was built but not open in April 2024 because the BMC had not taken it over.

Pune's municipal corporation approved its first dog park in August 2025, on a 3-acre plot in Kharadi, after two earlier sites fell through. Pimpri-Chinchwad opened one near Govind Chowk in Pimple Saudagar in early 2024, with a proposed entry fee of Rs 20.

We did not score dog parks because no city publishes a full list. Many parks used by dog owners are ordinary public parks, where civic rules on timing and leashes apply.

What do city rules on pet registration look like?

Rules vary as much as air and heat. In our index cities, Delhi's MCD charges Rs 500 to register a dog, Gurugram Rs 500, Ahmedabad Rs 2,000 and Chennai Rs 50 with a compulsory microchip. Bengaluru's licensing rules were still a draft in September 2026.

We left registration out of the score. A higher fee is not clearly worse for dogs, and several cities have no published fee. The details are in our dog registration fees by city report.

What should dog owners in low-ranked cities do?

Plan around the worst months. In Delhi, November and December 2025 had poor or worse air on all 61 days, so keep walks short and early. In Gurugram and Jaipur, the April to June heat is the bigger risk.

Pick a breed that suits the city. Heavy-coated and flat-faced breeds struggle most in the north's heat, and our best dog breeds by Indian city report matches breeds to places. Native dogs like the Indian Pariah Dog cope best with heat.

  • Check the CPCB AQI before walks; poor (201 and above) days were 164 in Delhi and 0 in Bengaluru in 2025.
  • On heatwave days, walk before 7 am and after sunset.
  • Register your dog with the civic body; fees run from free in Hyderabad to Rs 2,000 in Ahmedabad.
  • Find a vet before you need one; Delhi has 2.7 registered vets per lakh people.

Methodology and limitations

Air: dogeats.in counted AQI categories in 364 CPCB daily AQI bulletins from 2 January to 31 December 2025, for each city by name. A city's share is good plus satisfactory days divided by the days it appeared. We spot-checked the parsed values against the bulletin PDFs.

Heat: IMD's average heatwave days by state for April to June, 2020 to 2024, from MoSPI EnviStats Statement 4.01. We checked them against RBI's Handbook of Statistics on Indian States 2024-25, Table 104. Vets: registered veterinary practitioners on 31 March 2024 from Lok Sabha unstarred question 279, divided by the 2024 projected population published in NCRB's Crime in India 2024.

Each factor was min-max scaled across the 25 cities to 0 to 100, with heat reversed so fewer days scores higher. The index is 40% air, 30% heat and 30% vets. We also ranked cities with equal weights and with air and heat only.

Limitations. The index is a comparison of 25 cities on three measurable factors, not a full judgement of pet life. Heat and vet figures are state-level and given to every city in the state; the vet register counts mostly livestock vets. The heatwave count ignores humidity. Kerala and Chandigarh are missing because IMD's state table has no heatwave data for them. Dog parks, registration rules, stray dog numbers, green space and rental rules for pet owners were not scored because no comparable data exists for all cities. Some cities had fewer than 364 days of AQI data.
