Best and worst dog breeds for flats in India: 58 breeds scored for apartment life
The Lhasa Apso is the best dog breed for a flat in India on our 20-point flat score, followed by the Pug, Shih Tzu and Pekingese. The Belgian Malinois, Border Collie, Siberian Husky and Alaskan Malamute score worst. 18 of 58 breeds reach our "best" tier, but three of the top four score 2 or lower for coping without air conditioning.

Key findings
- The Lhasa Apso tops our flat score with 19 out of 20. It is the only breed rated 5 for flats and 4 for staying alone.
- 11 breeds score the full 5 out of 5 for suiting a flat. Ten weigh under 15 kg, and the eleventh is the Poodle, which comes in three sizes.
- 14 breeds score 1 for suiting a flat, including the Siberian Husky, Border Collie, Tibetan Mastiff and Belgian Malinois.
- The Belgian Malinois scores lowest on our flat score with 4 out of 20, rated 1 for flats and 1 for staying alone.
- Only 11 of 58 breeds (19%) score 4 or more for staying alone, and none scores 5.
- 9 breeds score 4 or 5 for flats but 2 or lower for staying alone, a poor fit for a household out at work all day.
- Toy and small breeds average 4.4 out of 5 for flats, against 1.8 for large breeds.

What are the best dog breeds for a flat in India?
The Lhasa Apso is the best breed for a flat on our 20-point flat score, with 19. The Pug, Shih Tzu and Pekingese follow on 18, then the Chihuahua, Yorkshire Terrier, Maltese and Cavalier King Charles Spaniel on 17.
18 breeds reach our "best" tier of 15 or more. All are small or medium dogs, and most need 45 minutes of exercise or less a day. The Shiba Inu and Indian Pariah Dog need up to an hour, and the Standard Poodle is rated moderate to high energy.
The Indian Pariah Dog is the standout medium breed. It scores 16, rated 4 for flats and 4 for staying alone, and it is the breed best suited to Indian heat in our ratings.

Breeds that should not live in a flat
The Belgian Malinois scores lowest, at 4 out of 20. Our guide calls every Indian flat and apartment a hard home for it, without exception. The Siberian Husky, Border Collie and Alaskan Malamute score 5.
Two kinds of dog land at the bottom. Working breeds with extreme energy, such as the Malinois, Border Collie and Australian Shepherd, need two hours or more of real work a day. Giant and guarding breeds such as the Saint Bernard, Bully Kutta and Cane Corso need space, and many societies restrict them.
Popular family breeds sit lower than buyers expect. The Labrador Retriever scores 10 and the German Shepherd 8. Our Labrador guide says it is fine in a 2BHK if the exercise happens, and that under-exercise is the usual flat failure.

How the flat score works
The flat score runs from 4 to 20 in practice and adds four parts. Every input comes from our breed guides.
- "Suits a flat" score from 1 to 5, counted twice because it is the most direct measure. This gives 2 to 10 points.
- "Can stay alone" score from 1 to 5. Most flat dogs spend part of the day alone, so this adds 1 to 5 points.
- Size: toy and small (average adult weight up to 10 kg) 3 points, medium (up to 25 kg) 2, large (up to 50 kg) 1, giant 0.
- Energy: low or moderate needs 2 points, high 1, very high or extreme 0. Energy comes from the daily exercise in each guide.
Best 15 to 20, good 12 to 14, workable 9 to 11, poor 8 or less.

Size uses the midpoint of each breed's adult weight range. The Poodle is scored on the Standard size, so Toy and Miniature Poodles would score higher.
We doubled the flat rating because it already captures barking, indoor calm and how destructive a bored dog becomes. Size and energy act as cross-checks on that rating.
Energy matters more than size
Size matters, but energy is what breaks flat life. Toy and small breeds average 4.4 out of 5 for suiting a flat. Large breeds average 1.8 and giant breeds 1.5.
By energy, the 11 low-energy breeds average 3.8 for flats. The 8 very high or extreme energy breeds average 1.5.
Small size does not guarantee a good flat dog. The Jack Russell Terrier weighs 4 to 7 kg but scores 2 for flats and 1 for staying alone. Our guide calls it a dog of enormous energy.

Few breeds cope alone through a working day
Very few breeds are comfortable alone for a full office day. Only 11 of 58 score 4 for staying alone, and none scores 5. 28 breeds score 2 or lower.
13 breeds score at least 4 for flats and at least 3 for staying alone. They are the shortlist for a working household in an apartment.
Our guides warn about 15 breeds in homes left empty through the working day. They include the Beagle, Cavalier, Bichon Frise and Pomeranian, all small breeds that look like easy flat dogs.

Can a housing society stop you keeping a big dog in a flat?
Not on size alone, according to Mumbai's municipal corporation. The BMC has issued guidelines for resident welfare and apartment owners' associations, signed off between December 2024 and March 2025. They cite an Animal Welfare Board of India pet dog circular of 26 February 2015.
The BMC guidelines say associations cannot ban pet dogs, even by majority vote. They cannot insist that only small dogs are acceptable, and cannot cite barking as grounds for a ban. They also cannot bar pet owners from lifts or charge for using them.
The same guidelines put duties on owners. Dogs must be licensed with the BMC in Mumbai and vaccinated every year, and leashing in public places is advised. Owners must clean up after them and try to keep barking down, particularly at night.

Flat breeds that also cope with Indian summers
Here the ranking needs care. 5 of the 18 best-tier flat breeds score 2 or lower for coping without AC. They include the Pug, Shih Tzu, Pekingese and French Bulldog.

Which is the best dog breed for a flat in India?
On our flat score, the Lhasa Apso is best with 19 out of 20, followed by the Pug, Shih Tzu and Pekingese on 18. If your flat has no AC, the Indian Pariah Dog (16) and Indian Spitz (15) are safer choices, because they cope with Indian summers.
Can a Labrador live in a flat?
Yes, if it gets 60 to 90 minutes of exercise every day. The Labrador scores 3 out of 5 for suiting a flat and 10 out of 20 on our flat score. Our guide says Labs are calm indoors but destructive when under-exercised.
Can a German Shepherd live in an apartment?
Not easily. The German Shepherd scores 2 out of 5 for suiting a flat and 2 for staying alone, giving 8 out of 20 on our flat score. It needs about 90 minutes of exercise a day and sheds very heavily.
Which dog can stay alone at home in India?
No breed in our 58 scores 5 for staying alone. Eleven score 4, including the Lhasa Apso, Shiba Inu, Indian Pariah Dog and Chow Chow. Plan for a walker or daycare for long office days with any breed.
Is a Husky okay in a flat in India?
No. The Siberian Husky scores 1 out of 5 for suiting a flat and 1 for staying alone, giving 5 out of 20. It needs two hours of exercise a day and also scores 1 for coping without AC.

Flat score = 2 x "Suits a flat" + "Can stay alone" + size points + energy points. Size points use the midpoint of the adult weight range in each guide. Energy points use the daily exercise need in each guide, grouped into low, moderate, high, very high and extreme.
Housing settings come from the "hard cities" list in each guide, searched for flats, apartments, high-rises, noise rules, breed restrictions and long hours alone. Each breed counts once per setting.
Society rules are taken from the Brihanmumbai Municipal Corporation guidelines for resident welfare and apartment owners' associations, which cite Animal Welfare Board of India circulars.
